Approve Plans
Approve Plans starts the timed Build for a fully funded Public Work. It follows completion of the work's Petition and begins the single construction timer shared by all Public Works.

From Petition to Build
A Petition has a visible ceiling and accepts selected material donations over time. Approval becomes available when the named Petition reaches completion. Approve Plans starts the timed middle stage, after which the completed Work proceeds to its immediate Dedication choice.
Build is an alias for this action and stage.
One global build
One Public Work Build runs globally across the civic roadmap, from Pondworks through the Acorn Space Program. Public Work Builds last from 5 minutes to 24 hours, with the individual timer displayed in the work inspector.
Timer finishing
A Build becomes eligible for Farm Bucks timer finishing after at least 60 seconds and 10% of its original duration have elapsed. The completion price is max(1, ceil(remaining seconds / 300)) Farm Bucks.
The confirmation displays the remaining time, cost, and resulting Farm Bucks balance.
